The Dutch Cabinet: Homeowners Must Use Heat Pump from 2026

From 2026, Dutch homeowners will be obliged to have at least one hybrid heat pump installed when replacing their central heating system, a fully electric heat pump, or connection to the heat network. The Cabinet wants to force homeowners to switch more quickly to 'greener' ways of heating their homes. Minister Hugo de Jonge for housing and spatial planning says that the pace at which houses must become 'greener' must be accelerated. “It is also better for everyone's wallet if we use less natural gas. That is why the Cabinet wants the hybrid heat pump to become the standard from 2026 when the central heating boiler needs to be replaced.” 


The last year’s institute conducted research on the suitability of homes for a hybrid heat pump, it founds that the installation possibility was up to 70 percent. Minister Hugo De Jonge is positive to make it happen. "We make it affordable for everyone." He points to the Heat Fund where homeowners can borrow money for this type of investment, lower incomes can do that at 0 percent interest. Heat pumps will also become cheaper as more are made. “A heat pump costs 5,000 euros. There will be 1,500 euros of subsidy. What remains is 3,500 euros. That is 30 euros per month.” 


A hybrid heating system is a combination of a renewable heat pump and an 'old-fashioned' central heating system. It makes use of two different heating technologies to provide hot water and heating to a property. Such a device uses about 60 percent less gas than the traditional central heating boiler.
